PEFTEC Conference - "New Environmental Guidelines for Facilities Storing Bulk Quantities of Petroleum, Petroleum Products and Other Fuels"

The need for good environmental performance has always been a requirement within the oil industry. Moreover, actions to minimise the release of hydrocarbons to the environment can also lead to improvements in safety performance, healthier working conditions for employees and more cost-effective operations. The operation of high hazard industries associated with fuel storage and distribution was put under the spotlight after the Buncefield Incident. Learning from the event was documented widely, including in the UK Health and Safety Executive HSE Process Safety Leadership Group (PSLG) Final Report: Safety and Environmental Standards for Fuel Storage Sites published in 2009. Existing guidelines relating to the best practice for safe operation of high hazard facilities in the UK and elsewhere in the world have been revisited and refined since the incident. This includes a revision to the UK Environmental Guidelines for Petroleum Distribution Installations first produced in 1996 by the Energy Institute, with the new guidelines published in 2015. This presentation will provide an overview of the new guidelines; it will identify where the learning from the Buncefield Incident has been incorporated, how the guidelines have been refreshed to broaden their applicability and how the guidelines can help responsible parties understand the value of environmental protection measures at facilities storing bulk quantities of petroleum, petroleum products and other fuels.
