The Combustion Engineering Association (CEA) is an Educational Charity and they have been running a series of conferences to help industry understand the changes that the HSE guidance, INDG 436 in the “Safe Management of Industrial Steam and Hot Water Boilers” has brought to bear. This has been the most significant development in the steam and hot water industry in almost two decades and it is therefore essential that owners, operators and managers of boiler plants are aware of the risks, and their respective responsibilities for the safe operation and management of steam and hot water boiler plant.

Don’t be lulled into a false sense of security thinking the term “Guidance” means you don’t have to comply with the legal obligations.

Back In October 2011, PM5 was replaced by INDG 436, supported by BG01. The CEA have carried out a number of conference workshops across the UK supporting these guidance documents. BG01 has become recognised as industrial best practice for steam and hot water boilers and highlights the legal requirement to carry out a “Technical Boilerhouse Risk Assessment” under the Management of Health and Safety at Work Regulations 1999 (MHSWR) Delegates attending previous conferences have requested further support from CEA to help them understand what is required, who is responsible and who needs to take action within the organisation to comply with the law.(Non-compliance with HSE guidance and the law are attracting substantial fines, with fines of £69.9 million issued in 2017 and 6% of all prosecutions were immediate custodial sentences with 12% being suspended sentences).

Having responded to this request, CEA and its members created the Technical Boilerhouse Risk Assessment Conference Workshop to achieve compliance with BG01. This workshop will explain in detail what is required to carry out the Technical Boilerhouse Risk Assessment.

This assessment is not simply focused on slips, trips and falls but as the title suggests is a comprehensive technical assessment carried out by a small team of staff.

It is essential for owners, operators and managers to ensure their staff are aware of the risks and their respective responsibilities for the safe operation and management of their industrial steam and hot water boiler plant.

In addition to the Technical Boilerhouse Risk Assessment Conferences & Workshops, the CEA have added a third day to the programme to discuss Medium Combustion Plant Directive (MCPD) - the Medium Combustion Plant Directive transposed into UK Law January 2018. How will it affect you, what will you need to do and by when? They will also focus on the Industrial Gas Accreditation Scheme(I-GAS)and the legal duty for those working on any industrial gas equipment. In addition they will also examine (BG04) industrial boiler water treatment to help keep your boilers operating safely, efficiently and in good condition.

The upcoming conferences are taking place at Crewe Hall in Cheshire on 24th & 25th April covering ‘Technical Boilerhouse Risk Assessment to achieve compliance with BG01’ whilst on 26th April the topics will be ‘Medium Combustion Plant Directive (MCPD) It’s now law’, Boiler Water Treatment (BG04) Efficiency and Safety and Industrial Gas Accreditation Scheme (I-GAS) Competency. Further meetings to discuss these topics will take place in Cheltenham from 25thto 27thSeptember and Sheffield from 4thto 6thDecember.
